The Promise of Wylie


 

Someone once said, "tomorrow is the first day of the rest of your life." That statement is so true in many ways, we can spend our time looking backwards or we can look ahead and build a better future for our community and our children.

 

The Promise of Wylie is insuring that tomorrow is a brighter and better day for Wylie; and that we have planned and prepared for a successful and productive future for all our citizens.

 

The Promise of Wylie is broken down into three areas of focus:

  1. Completion of our 2005 bond package.

  2. Building strong relationships.

  3. City Hall focus.

Since his election in May 2008, Mayor Hogue and the Wylie City Council have targeted these three areas within our city:

 

Completion of our 2005 bond package:

 

In 2005, The Wylie City Council called for a Bond Election of $73,950,000. The bond package was broken into seven propositions in the following areas:

  • Prop 1 - Street Improvements

  • Prop 2 - Sidewalk Improvements

  • Prop 3 - Fire Station No. 3

  • Prop 4 - Community & Founders Parks

  • Prop 5 - Recreation Center/Parks Admin

  • Prop 6 - City Hall Facilities

  • Prop 7 - Library Facilities

Below is a status on all of these propositions:

 

Prop 1 - Road Improvements:

 

The following roads were listed in this proposition:

  1. FM 1378 is currently under construction.

  2. Stone (Ballard to W.A. Allen) - Completed

    Stone Road – Akin to WA Allen is currently being designed.

  3. Brown Street (West) – FM 1378 to Ballard – Plans are 60% complete and a contract for right of way acquisition will be presented to Council during the month of April 2010.

  4. Brown Street (East) – SH 78 to Wylie East High School – Right of way acquisition is approximately 50% complete and as soon as it is finished utility companies will be notified to move their facilities. Construction plans are 60% complete and will be finalized the first part of 2010.

  5. Alanis (Twin Lakes to FM 544) - Completed



 

 

Prop 2 - Sidewalk Improvements:

 

These funds are to be utilized to construct new sidewalks and to repair existing sidewalks.

 

In 2008 and 2009 we used these sidewalk funds were used in conjunction with funding for the Accountable Communities Through Involvement Of Neighborhoods Program, better known as the Neighborhood A.C.T.I.O.N. Plan. We have been able provide upgrades to three aging neighborhoods, from structures, to streets, alleys, curbs and sidewalks. Additionally, this year, the city council has identified three more neighborhoods for the ACTION Plan. The goal of this program has successfully empower residents to get involved with their neighborhoods and work together with City staff in an effort to greatly improve the quality of life for all residents of Wylie.

 

 

 

Prop 3 - Fire Station, Number 3:

The City’s growth on the east side of town required the construction of Fire Station No. 3 to meet of quality emergency service
relating to response times.

 

Our third fire station officially opened March 2009, at the intersection of W. A. Allen and Brown.

 

 

Prop 4 - Community & Founders Parks:

 

Community Park was built more than 20 years ago and encompassing 43 acres, Community Park improvements include:

  • 10-ft concrete trail

  • Replace baseball/softball lights

  • Sod and irrigate infields

  • Additional t-ball field

  • Improve irrigation systems

  • New bleachers

  • Additional parking

  • New concession stand and restrooms

Founders Park opened in the late 1990’s, the 65-acre Founders Park improvements were completed on June 3, 2011.

  • 10-ft concrete trail

  • Two (2) lighted baseball fields

  • Seven (7) lighted soccer fields

  • Seven (7) unlighted soccer fields

  • Basketball court

  • Picnic Pavilion

  • Irrigation systems and landscaping

  • New bleachers

  • Additional parking

  • New concession stand and restrooms

Community Park construction should begin sometime in late 2011.
 

 

 

 

Props 5, 6 and 7 - City Hall, Recreation Center and Library
 

Construction of our new public library, recreation center and city hall is completed and the buildings are now open.

 

 

 

Strong Relationships:

  • We need to build strong relationships with our county, state and federal officials. They need to know what is happening in Wylie and we need to use our “political muscle” of being the eighth fastest growing city in the nation to get the services and resources needed to enhance our community.

  • We need to build strong relationships with our surrounding communities; and build solid ties with our sister cities to work together to find opportunities that will benefit all of us.

  • We need to build a stronger partnership with our school district. Over the next several years, Wylie Independent School District will continue to see substantial growth with it’s student body. We have a great start in building this relationship with the Council Subcommittee for WISD Relations. This committee consists of three Council members appointed by the City Council, and three school board members appointed by the Wylie ISD Board. This committee makes recommendations to the City Council on matters relating to the City’s relationship with WISD, and on ways to maintain and develop partnerships with WISD. This is a good start, but we need to do more. New schools will still need to be built, traffic to and from these schools will need to be addressed, crossing guards will need to be hired and the need for more resource officers will continue as we build these schools and our student population grows. These are just a few of the areas in which we will need to work with our school district as we move into our city’s future.

  • We need to seek out opportunities to attract more commercial and retail businesses to our community. Wylie is a gold mine of residents just waiting for more restaurants, retail businesses and commercial businesses.

 

City Hall Focus:

  • We need to continue to support our outstanding city staff, providing them the tools they need to help them be ever more successful in their jobs, as Wylie continues to grow as a community.

  • We need to plan for the future growth needs of all our departments, being able to continue to maintain outstanding service to all of our citizens.
